More than 200 housing units financed with CDBG-DR recovery funds are inaugurated

(December 9, 2021) Governor Pedro R. Pierluisi today inaugurated the Villas at Emerald Vista project in Caguas, a multifamily housing development backed by a $46.2 million investment of CDBG-DR funds from the Housing Department. With a total investment of $135 million in public and private funds, the project comprises 438 units, of which 238 were inaugurated today.

This is the first project to open through the CDBG-DR Gap assistance program of the Low-Income Housing Tax Credits (LIHTC), in response to the need for affordable rental housing in Puerto Rico after the local inventory was reduced in the wake of Hurricanes Irma and María.

The inauguration was attended by Housing Secretary William Rodríguez Rodríguez; Public Housing Administrator (AVP) Alejandro Salgado Colón; and the director of the Housing Financing Authority (AFV), Blanca Fernández.

The governor emphasized that “today we take a step toward the comprehensive recovery of Puerto Rico with the addition of hundreds of low-cost rental housing units that arrive at a key moment for Puerto Rico, following Hurricanes Irma and María. We have moved firmly toward promoting projects like this one, which create a true impact both on the quality of life of low-income people and on the economic activity of the surrounding community.”

The apartments have one to four bedrooms and are distributed across five blocks in three-story buildings. All units include kitchen and laundry appliances, air conditioning, smart locks and alarm systems, among other features. With the inauguration of Villas at Emerald Vista, the CDBG-DR LIHTC program completes the first of six rental-housing projects that began construction with the contribution of recovery funds administered by the Housing Department, in collaboration with the AVP and AFV, to increase financing sources for the construction of affordable housing units.

For his part, the Housing Secretary noted that “as a consequence of Hurricanes Irma and María, the need for safe and affordable housing for our people has intensified; and that is precisely the commitment of our administration. Through the development of new multifamily and elderly housing units, as in the case of this project, we make it easier for more families to benefit and enjoy a safe, dignified and resilient home.”

The project also features a 6,400-square-foot community building that includes a multipurpose room, a gym, a computer center and a community meeting area, among other amenities.

Meanwhile, Public Housing Administrator Alejandro Salgado Colón added that “the development of this mixed-income housing project presents the new model we have promoted, which seeks to offer more alternatives to our residents. We are committed and focused on continuing to promote the social and economic development of our communities, and this project is an example of that.”

The development of the mixed-income apartments, carried out by the firm McCormack Baron Salazar, was completed after construction activities began in 2019.

CDBG-DR funds under the LIHTC program cover the capital gap in these projects to accelerate the pace of new housing construction or rehabilitation on the island.

For her part, the AFV director stated that “at the AFV we work hard to create housing opportunities through financing alternatives. We are proud to see the progress of this project and will continue collaborating for the recovery of Puerto Rico.”

The 20-acre property in the Turabo ward of Caguas offers modern apartments for families of different income levels, in order to expand housing and economic-activity opportunities in the area.
